This is in relation to the waterproof rating of your gear. Waterproof ratings are measured in millimeters (mm) and usually fall anywhere from 800mm to 5,000mm. These figures indicate the amount of water pressure the fabric was tested to withstand. For example, a tent with a 1,200mm rating will endure a 1,200mm column of water bearing down on it before it starts to leak.
